Splitter that does not move right or lower pane?

The problem I've seen with all the splitters so far is that they move the component located on the right (or bottom) half of the layout (grid, panel, or whatever) with the movement of the splitter.  An example of what I'm saying would be a grid splitter where component a is docked in row 0 col 0, component b in row 0 col 1.  Since the location of row 0 col 1 moves with the splitter, component b moves.  With the splitter in windows forms, component a and b can share the same x,y location and the splitter simply resizes the view window above both components, with neither moving.  If anyone has ideas on how to accomplish this in WPF, I love to hear them.

This SplitContainer behaves exactly same as the Windows Forms one. Not sure with your problem description. Can you provide a code sample or screen shot?
